When a garment is neppy, or has a nep, it usually just means that the‚ fabric of the garment has been knitted in a way that some of‚ the fibres extend and‚ add texture‚ from the main surface.
From that I take; Texture and quality. And Pablo b/c it's a great name which apparently means humble. A humble, warm, textured jumper. The life of Pablo my friends!

This item is manufactured in China. The jumper is 100% Wool, woven in‚ our custom stitch. Hand wash in cool water, dry flat. Do not tumble dry, do not bleach.
